West Virginia Code 18-2-13
“(a) The state board shall establish a comprehensive approach to integrate character education into all aspects of school culture, school functions and existing curriculum.
(b) The state board shall require all public schools that operate from preschool to grade twelve to develop and integrate components of character development into their existing curriculum. The schools may incorporate such programs as “life skills”, “responsible students”, or any other program encompassing any of the following components:” (Source)
Reported Animal Abuse Cases
WVNSTV.com reported that two teenagers had posted a photo of a dog hanging from a tree on the web.
Fox News reported that three teenage boys were charged with littering after putting a dead puppy on a woman’s porch and setting the remains on fire. The teens reportedly found the deceased puppy, who appeared to have been hit by a car, on the side of the road. In an apparent “prank” that the boys confessed to police was inspired by the 1995 movie “Billy Madison,” the teens reportedly selected a random house and dropped the body on the front porch in a box before setting it ablaze.
